This report was a federally supported, multi-agency public-private-partner effort to examine the nation's oral health, highlighting advances and challenges, over the 20 years since the publication of the first U.S. Surgeon General's Report on oral health, published in 2000. The report continues to be disseminated and serves as a call to action for coordinated efforts among engaged communities including clinicians, scientists, professional and patient organizations, and local, state, and federal government agencies.

The OSTP Committee on Biotechnology and Biomanufacturing drafted the report to advance the American bioeconomy in response to President Biden’s Sept 12, 2022, Executive Order, announcing the “National Biotechnology and Biomanufacturing Initiative.” The report "Bold Goals for U.S. Biotechnology and Biomanufacturing: Harnessing Research and Development to Further Societal Goals" was released in March 2023.
