This working group is addressing the PIDs specific portion of the Public Access OSTP Memo. They are outlining the different types of information that may require a PID, and whether there are one or more existing services that support provision of a PID for that information category. For example, researcher/author identifier, research organization identifier, data identifier, funding identifier and etc. The goal is to inform on agency responses to the PID specific section in 2024 (the date goal provided in the Public Access memo).

The National Science and Technology Council (NSTC) Subcommittee on Open Science (SOS) Publications Subgroup was established to coordinate implementation of and ongoing support for federal agency policies on public access to publications. The NIH’s National Library of Medicine co-chairs this group with the Department of Energy and the National Science Foundation.

The Security/Risk Management Subgroup of the Subcommittee on Open Science (SOS) of the National Science and Technology Council (NSTC) is investigating methodologies for a coordinated, cross-agency approach to raising agency awareness of the benefits and risks of public access to the results of federally funded research. A consistent risk management program is a critical component within the research data lifecycle and can lead to an increase in public release determinations. When potential adverse disclosure risks are evaluated by expert reviewers, the data may be released intact or after mitigations that lower disclosure risk are implemented. The overarching goal is to suggest a robust risk management regime which sustains integrity of federal research objects and promotes public confidence and trust in federal science programs. Efforts will focus on statutory, regulatory, and federal agency policy; technical risk factors that affect pre-lease, release, and post-release stages of the research data lifecycle; and controlled access to results of federally funded research. In July 22, 2018, Federal agencies held a workshop at NIH on the risks of unintended disclosures from public access to scientific data; in March 2020, the SOS established a Risk Workgroup.

The White House Office of Science and Technology Policy (OSTP) launched a Year of Open Science in 2023. Throughout the year, participating agencies formed a subcommittee of the OSTP’s Subcommittee on Open Science and hosted events celebrating open science, communicated the value of making research outputs open, and collaborated with other participating agencies on activities to advance open science. A central site was created at open.science.gov where agencies post highlights of their open science activities. open.science.gov The Subgroup on Engagement (SOE) (previously Year of Open Science Subgroup), of the Subcommittee on Open Science (SOS) of the National Science and Technology Council (NSTC) continues this work.

The SBS is rechartered to prioritize and expand the scope of evidence-based methods in support of Federal policymaking—particularly to advance equity. The SBS provides executive departments and agencies a forum for discussing the use of social and behavioral science methods and evidence to promote these goals in light of these disciplines' unique role in describing, understanding, and addressing societal challenges and assessing and evaluating initiatives, programs, and policies promulgated by the Federal government. The SBS will carry out short term, high-priority tasks associated with elevating best practices regarding the creation and use of social and behavioral science evidence in Federal practices and policies, and then will lay the groundwork for longer-term coordination of agency efforts related to these topics.

This policy action area regards the psychological, social, technical, cultural, and structural barriers to full and equitable access to, engagement with, and utilization of digital infrastructure for Americans, including issues such as: digital literacy; broadband access for individuals in low-income or rural communities; accessibility limitations for individuals with disabilities and with mental health needs; and attitudes and beliefs about the role of government in expanding access to digital infrastructure.

The Nutrition Research Coordinating Committee (NRCC) was established by the National Institutes of Health (NIH) Office of the Director in 1975 to improve communication and research coordination of nutrition activities within the NIH and across the federal government. Today it provides an open forum for members to discuss current and future nutrition research challenges and opportunities. The NRCC has broad representation from the NIH institutes and centers. In addition, liaisons from other federal offices and agencies also participate. The NRCC meets monthly, alternating between intra-NIH and interagency meetings. NRCC membership is open to any federal staff member interested in carrying out any trans-NIH or trans-agency nutrition research efforts.
