The HHS Blood, Organ, and Tissue Senior Executive Council (BOTSEC) is chaired by the Assistant Secretary for Health and voting members are the senior-most heads of the relevant Staff divisions and Operating divisions of HHS (e.g., the Director of CDC and NIH, Administrator of CMS, and Commissioner of FDA). The BOTSEC is an internal council chartered to consider significant issues and make decisions that require cross-Agency input, including resources. In important aspect of the BOTSEC is the formation of HHS-wide (i.e., multi-Agency) working groups to explore significant public health items such as re-examining the lifetime blood donor deferral policy for MSM, and the creation of hemovigilance systems to collect and analyze data on adverse events that occur during the blood donation and utilization processes.

NIEHS has been partnering with the Assistant Secretary for Health (ASH), the Assistant Secretary for Administration (ASA), and more recently the Assistant Secretary for Preparedness and Response (ASPR) and other operating and staff divisions of HHS to respond to White House directives on climate change adaptation at the agency level. This includes production of the HHS Climate Adaptation Plan and the coordination and production of deliverables under the President''s Climate Action Plan.

HHS Climate Justice Conference

NIEHS co-hosted a, "HHS Climate Justice Conference" with the HHS Office of the Assistant Secretary for Health and other supporting organizations. The forum brought together researchers, policy makers, advocates, and implementers working in the fields of climate change and environmental justice. The meeting goal was to inform the implementation of the HHS Environmental Justice Strategy, create and implement meaningful public partnerships, and ensure interagency and intra-agency coordination.

The Framework for Guiding HHS Funding Decisions about Research Proposals with the Potential for Generating Highly Pathogenic Avian Influenza (HPAI) H5N1 Viruses that are Transmissible among Mammals by Respiratory Droplets requires that certain research proposals undergo additional review at both the funding agency and Departmental (HHS) levels prior to funding. The HHS Department-level review is performed by the HHG Review Group, which brings to bear multidisciplinary interagency expertise in science, countermeasure development and availability, national security, law, public health preparedness and response, biodefense, select agent regulations, and science and public health policy. The purpose of the HHS Department-level review includes review of the funding agency''s risk assessment, consideration of whether additional factors may alter assessment of whether the research can be funded, determination of which measures are needed to mitigate risks, consideration of the overall HHS influenza research portfolio, and determination of whether the proposal is acceptable for HHS funding.

HHS Initiative on Multiple Chronic Conditions

Recognizing the importance of Multiple Chronic Conditions (MCC) to patients, caregivers, and the health care system, the Assistant Secretary for Health convened an HHS-wide work group on MCC to identify options for improving the health of this population. The work group, in conjunction with other stakeholders, developed Multiple Chronic Conditions: A Strategic Framework. The Framework serves as a national-level roadmap for assisting HHS programs and public and private stakeholders to improve the health of individuals with MCC.
