The Department of Health and Human Services (HHS) Data Council is the principal internal advisory body to the Secretary on health and human services data policy. The Council coordinates data policy activities in HHS, including the development and implementation of an HHS data strategy. The Council consists of senior level officials and staff designated by their operating and staff division leadership. |

The main function of the HHS Data Council is to guide and inform health and human services data policy in HHS, including the development and implementation of an HHS data strategy, data standards, and privacy policy. The Council operates by developing consensus on data policy issues. This work is often accomplished through the topic-specific Workgroups. Data modernization is one of three topics currently prioritized by the HHS Data Council via a topic-specific Workgroup. The FY2024 goals of the Data Modernization Work Group are to: 1) Inform and/or propose data policies that support implementation of HHS Data Strategy; 2) Recommend sound approaches for meeting HHS Data Strategy Focus Area 2, Objective 5; and 3) Identify gaps and opportunities for data modernization at HHS. |

The purpose of the DGB is to serve as the Department’s principal data governance forum and decision-making body for managing HHS’ data as a strategic asset to support HHS in meeting its mission and agency priorities, including implementation of the Evidence Act.In accordance with OMB M-19-23, the DGB will:• Support agency priorities, such as those identified in strategic plans and learning agendas, by informing strategic information resources management plans for the agency and identifying resources to implement those priorities; • Coordinate and support implementation of data management responsibilities with agency data-management actors to strengthen strategic plans and learning agendas;• Set agency data policy in a manner that complements, but does not supplant the statutory authority of established positions; and • Coordinate implementation of the Federal Data Strategy by assessing data maturity, risks, and capabilities to recommend related data investment priorities.In accordance with the Geospatial Data Act, the DGB will:• Ensure that HHS and its components fully implement the covered agency responsibilities found in GDA section 759(a). HHS manages its digital communications activities through a Digital Council, led by ASPA Digital, and comprising of representatives of HHS Operating and Staff Divisions. ASPA Digital works with the HHS Digital Council to develop Department digital communications policies, standards, and guidance. The Council exchanges best practices and lessons learned to ensure quality, efficiency, and a focus on users in communications and operations. |
