The goal of this project is to build data infrastructure for conducting patient-centered outcomes research using data derived from the delivery of health care in routine clinical settings. These data are collectively referred to as observational data. The sources of these data may include, but are not limited to insurance billing claims, electronic health records (EHRs), and patient registries. The Common Data Model (CDM) organizes data into a standard structure, which may differ across networks. This project intends to harmonize several existing CDMs in order to support research and analyses across multiple data networks. The aim is to advance the utility of data and its interoperability across networks to facilitate patient-centered outcomes research. The enhanced data infrastructure created through this project will have the capacity to support evidence generation on patient-centered outcomes that can inform regulatory and clinical decision making within federal programs.

The Health Care Systems (HCS) Research Collaboratory program is strengthening the national capacity to implement cost-effective large-scale research studies that engage health care delivery organizations as research partners. The studies funded through this program, referred to as pragmatic clinical trials, engage medical centers across the country in addressing a wide range of pressing public health concerns. The HCS Collaboratory works with representatives from the Food and Drug Administration (FDA), Agency for Healthcare Research and Quality (AHRQ), Office for Human Research Protections (OHRP), and Centers for Disease Control and Prevention (CDC) in order to bring expertise from across HHS to bear on the implementation of these complex pragmatic clinical trials.

The Health and Social Services Recovery Support Function (H&SS RSF) assists locally-led recovery efforts in the restoration of the public health, healthcare, and social services networks to promote the resilience, health, and well-being of affected individuals and communities. The Department of Health and Human Services (HHS) is the coordinating agency for H&SS RSF. The National Institute of Mental Health (NIMH) participants regularly provide an overview of H&SS RSF projects and activities in Puerto Rico; identify current issues, risks, and unmet needs; and, discuss agency specific activities regarding: technical assistance, supplemental funding progress, steady-state funding progress.

The Health-professional Education Partnership Initiative (HEPI) builds human capacity for health in Africa by strengthening the medical and nursing education system in an environment that values and nurtures research in President’s Emergency Plan for AIDS Relief (PEPFAR)-funded countries. HEPI aims to advance PEPFAR''s goal of increasing the number of new health care workers by 140,000; strengthen in-country medical and nursing education systems; and build clinical and research capacity in Africa as part of a retention strategy for faculty of medical and nursing schools and clinical professors. The nine HEPI awards are complemented by one award for an African Association for Health Professions Education and Research, which acts as a convening and networking entity across all medical and nursing schools in Africa. The new initiatives work in collaboration with State Department''s Global AIDS Coordinator.

The Office of the Secretary of Department of Health and Human Services (HHS) leads the Healthy People 2020 initiative. The lead agency for most data activities is the Centers for Disease Control and Prevention (CDC). However, for the kidney area, most of the information is provided by National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) through the US Renal Data System.

The National Library of Medicine (NLM) is collaborating with ODPHP to develop structured PubMed searches for the HP 2020 objectives. Each PubMed search (a structured evidence query (SEQ) or "seek") is developed by medical librarians and reviewed by members of the HP 2020 working groups. The canned PubMed searches enable the public health workforce to find evidence-based information related to a specific HP 2020 objective. The SEQs are accessible from the HP 2020 website as well as the PHPartners.org website.

The Healthy People Initiative sets science-based, national objectives with 10-year targets to improve the health of the nation. The HP2030 HDS Federal Work Group is responsible for creation, refinement, and tracking of HP2030 goals related to heart disease and stroke related prevention and health promotion.
