SHIELD – Standardization of Lab Data to Enhance Outcomes Research and Value Based Care

This project will expand the collaborative efforts of FDA and other stakeholders involved in the SHIELD (Systemic Harmonization and Interoperability Enhancement for Laboratory Data) Collaborative to ensure laboratory information interoperability, such that the same type of device is described the same way in electronic health records systems. To realize this goal, this project will develop code mapping manuals to consistently map the same LOINC (Logical Observations Identifiers Names and Codes) to the same type of in vitro diagnostic (IVD) devices. This is important because, without specific guidance, manufacturers of IVD devices and laboratories often assign different (and frequently incorrect) LOINC codes for the same type of device. This project will also pilot the implementation of SHIELD standard digital formats to update infrastructure in active health care provider laboratories, which will include the seamless distribution of LOINC and SNOMED-CT (Systematized Nomenclature of Medicine—Clinical Terms) coding to those provider institutions and registries. https://aspe.hhs.gov/shield-standardization-lab-data-enhance-patient-ce…

The Somatic Cell Genome Editing (SCGE) program aims to develop quality tools to perform effective and safe genome editing in human patients. These research tools will be made widely available to the research community to reduce the time and cost required to develop new therapies. Representatives from Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER) attend SCGE Consortium meetings with NIH and Prinicpal Investigators that covers emerging science and opportunities as well as progress of SCGE awardees. The NIH is also establishing a Memorandum of Understanding (MOU) with the FDA for direct NIH/FDA communications on general regulatory issues around genome editing that may inform how NIH manages the SCGE program. The SCGE program is a member of the National Institute of Standards and Technology (NIST) Gene Editing Consortium.
