The National Library of Medicine (NLM) provides an online repository of value sets (code sets from standardized medical vocabularies) that are used for clinical quality measurement in the Centers for Medicare and Medicaid Services (CMS) Electronic Health Record Incentive Program, also known as “Meaningful Use”. The Value Set Authority Center (VSAC) provides downloadable access to all official versions of vocabulary value sets contained in the electronic Clinical Quality Measures (eCQMs) from CMS and Consolidated Clinical Document Architecture (C-CDA) data from Health Level Seven International, or HL7. NLM works with CMS and the Office of the National Coordinator for Health Information Technology (ONC) to publish the eCQM and C-CDA value sets in VSAC for public use in the U.S. Each value set consists of the numerical values (codes) and human-readable names (terms), drawn from standard vocabularies such as SNOMED CT ®, RxNorm, LOINC ®, and ICD-10-CM, which are used to define clinical concepts used in clinical quality measures (e.g., patients with diabetes, clinical visit). NLM, CMS, and ONC work together to provide technical features in VSAC that support the use of eCQM and C-CDA data. http://vsac.nlm.nih.gov

The Virology Quality Assurance Program (VQA) is a National Institute of Allergy and Infectious Diseases (NIAID)/National Institutes of Health (NIH) funded contract that is designed to provide quality assurance and proficiency testing for virologic-based assays for HIV and other viral pathogens that are conducted in NIAID-supported laboratories performing assays on samples from subjects enrolled in multisite clinical studies. In a partnership with the Center for Disease Control, VQA is currently supporting external quality assurance for virological assays performed through the CDC-supported laboratory in Zimbabwe.
