PEFPAR is governed by intra-agency groups, including NIH, CDC, and HRSA for HHS. CDC has a large role as an implementing partner for PEPFAR, while NIH has limited their activities to providing technical expertise on issues related to safety and efficacy of elements for PEPFAR programs, and to facilitating evaluation of PEPFAR through NIH funded investigators. The Agencies work together to set research and evaluation priorities for PEPFAR. In previous years, this was done through the PHE process, and in FY10 a specific funding announcement was made with supplement awards through NIH Institutes and Centers. NIH takes an active role in reviewing and making recommendations for the PHE process, CDC and HRSA were actively involved in the review process for the NIH supplement applications.

The PRC program funds community-based research projects at 37 academic research centers across the United States; 5 developmental and 32 comprehensive centers. These centers:
• Conduct research projects that promote health and prevent disease
• Build research teams of multidisciplinary faculty
• Seek solutions, strategies, and policies that address public health problems
• Participate in research networks that address priority health issues, such as healthy aging, cancer prevention & control, and obesity prevention
• Build long-term relationships for engaging communities as partners in research
• Conduct research in directions guided by advisory boards of community leaders
• Develop and deliver trainings that enhance the public health workforce
• Conduct additional research funded by other federal agencies, foundations, and nonprofit organizations

The Prevention Research Coordinating Committee promotes prevention research designed to yield results directly applicable to identifying and assessing risk, and to developing interventions for preventing or ameliorating high-risk behaviors and exposures, the occurrence of disease/disorder/injury, or the progression of detectable but asymptomatic disease. Prevention research also includes research studies to develop and evaluate disease prevention and health promotion recommendations and public health programs.

The Society for Prevention Research envisions a wellness-oriented society in which evidenced-based programs and policies are continuously applied to improve the health and well-being of its citizens. The SPR Annual Meeting provides unique opportunities to advance this vision by providing an integrated forum for: the exchange of new concepts, methods, and results from prevention and public health-related research; and communication between scientists, public policy leaders and practitioners concerning the implementation of evidence-based preventive interventions.

NIMH is collaborating with the CDC to conduct an HIV clinic-based comparison of a comprehensive prevention program for people living with HIV. The study targets multiple health behaviors (sexual risk, medication adherence, clinic attendance) and health outcomes (viral load, retention in care).

Principles of Community Engagement (Second Edition)

This new research resource was developed in partnership with the Centers for Disease Control and Prevention, National Institutes of Health, Health Resources and Services Administration, other federal agencies, academic institutions, community partners and individuals who are committed to advancing community engagement and to overcoming the challenges. Through hands-on advice and success stories, Principles of Community Engagement (Second Edition) can provide public health professionals, health care providers, researchers and community-based leaders and organizations with both the theoretical framework and practical guidance for engaging partners in projects to advance health science and benefit communities nationwide.
The first edition of Principles of Community Engagement was published in 1997 by the CDC and the Agency for Toxic Substances and Disease Registry (ATSDR). Since then, the body of knowledge supporting community engagement principals and initiatives has grown. Principles of Community Engagement (Second Edition) provides new tools for those who are leading efforts to improve population health through community engagement. It also can serve as a guide for understanding the principles of community engagement for those who are developing or implementing a community engagement plan, and by faculty and students who want to teach and learn more.

Procurement of Biotechnology Services, Including GFP Cell Sorting and Analysis

The purpose of this agreement is to provide funding from the NICHD to the FDA to purchase various biotechnology services, including GFP cell sorting and analysis. FDA will administer this funding and will keep the NICHD informed of the results through the delivery of data reports.

Proteomics (NCI/FDA Memorandum of Understanding)

The purpose of this MOU is to create a framework to foster scientific and programmatic collaborations. The collaborations envisioned by this MOU involve proteomics science and technology applications such as instrument/technology validation, informatics, biological sample preparation, diagnostics, and discovery and validation of biomarkers for cancer development, therapeutics, and response. This MOU sets forth the basic principles under which the agencies intend to work together to foster partnership in: research and education; the exchange of ideas, information, and data; the development and use of proteomics technologies that may be used by the NCI and other sponsors in clinical applications.

Public Health and Infertility National Action Plan-Research Working group

This research working group is part of strategic plan of CDC in the development of a National Action Plan for Public Health and Infertility. CDC''s goal is to reduce infertility. Working groups will be formed that address research, environment and occupational exposures, fertility preservation, infectious disease, male infertility, policy, and surveillance. Topics to be addressed by the research working group include: epidemiology of infertility; advancing the knowledge base to better prevent, diagnose and treat infertility; and capacity building between Federal agencies and outside partners.
