This activity is sponsored by the Clinical Pharmacology Program, Office of Clinical Research Training and Medical Education (OCRTME) at the NIH Clinical Center and it consists of elective rotations at the Office of Clinical Pharmacology (OCP) and the Office of New Drugs (OND)- FDA/CDER for NIH staff with a primary focus on clinical fellows and research fellows who expressed an interest in learning more about FDA regulatory sciences applicable to drug development research. Rotating fellows are mentored by FDA staff on the required elements of an Investigational New Drug (IND) application and the key elements of the FDA review process from a regulatory perspective. This program also established a mechanism for FDA scientific reviewers at the OCP to rotate at the NIH Clinical Center and to interact with members of a clinical research team, thus acquiring a better perspective on clinical research protocol implementation and the requirements of an Institutional Review Board (IRB) at the NIH. |

Experienced investigators come to the NIH to learn about management of a clinical research enterprise, including topics such as planning and budget development, protocol writing and tracking and scientific review. Sabbaticals are self-directed, meaning that the participant chooses from a list of electives and helps determine how much time to spend studying each topic. The electives are offered by leaders at the NIH and other HHS agencies with the NIH Clinical Center being the most heavily involved. |

Collaboration with the Brazil Ministry of Science and Technology and the National Council for Scientific and Technological Development (CNPq) “Science without Borders” Program - The focus of the CNPq/MCT program is to collaborate with select institutions (both in US and Brazil) to advance both infrastructure and human resources in areas of science, technology and innovation. CNPq priorities under the "Science without Borders" program are to train 75,000 Brazilians in areas of science and technology over the next 4-5 years, particularly in the health sciences and engineering. Training could be both short-term (workshops/conferences) and long term/capacity building (collaborations/joint programs). CNPq would focus on top level Brazilian research institutions to select post-docs for support, but would consider applications from smaller institutions. A Letter of Understanding was established by the CNPq of Brazil and NIH (DHHS) as of September 2011. |

The Medical Education Partnership Initiative (MEPI) awards grants to foreign institutions in Sub-Saharan African countries which receive PEPFAR support and their partners to develop or expand and enhance models of medical education in Sub-Saharan Africa. These models are intended to support PEPFAR’s goal of increasing the number of new health care workers by 140,000, strengthen medical education systems in the countries in which they exist, and build clinical and research capacity in Africa as part of a retention strategy for faculty of medical schools and clinical professors. |
