The Office of Portfolio Analysis (OPA) was established in 2011 to provide NIH staff with multiple services, including consultations, training in the use of portfolio analysis tools, and software development.

iCite is a powerful web application that provides a panel of bibliometric information for a user-selected portfolio of PubMed papers. Central to iCite is a new article-level metric of scientific influence, the Relative Citation Ratio (RCR), developed within the Office of Portfolio Analysis at the National Institutes of Health. RCR is counted as the citations per year received by the article, field-normalized using the article's own co-citation network, and benchmarked to the performance of other NIH-funded papers in the field. An article with an RCR of 1.0 has received the same number of citations per year as other NIH-funded articles in its field, while and article with an RCR of 2.0 has received double the number of citations per year as other NIH-funded articles in its field.
OPA welcomes you to schedule a consultation with us. These sessions are intended to provide NIH staff with advice on how to approach an analysis, how to find out what tools are available, what to do when the current tools are not sufficient, and any other analysis-related questions.
In general, OPA only contributes to analyses when there is both a need and a trans-NIH component to the analysis. If you are unsure whether this applies to you, please get in touch.
All are welcome to bring their questions on portfolio analysis tools and methods to OPA office hours. No appointment is necessary; you will be seen on a first come first served basis. Please note that office hours is not intended to be a replacement for training classes.
